Dvd Rom Computer Problem?

Just recently had my computer rebuilt. The Dvd Rom Drive I had in before I couldn't get the drivers for it. In the device manager there was a yellow exclamation icon next to the Dvd rom name. So I went and bought a new DVD ROM.. put that new one in Its recognizing it but saying new device found but it don't show up under my computer or anything. so i went to device manager and still i'am still getting a yellow exclamation icon? I don't get it? I'am using Windows XP

Turn off PC.
Disconnect CD/DVD drive, turn PC on, then off again.
Re-connect CD/DVD drive and turn on.

If that doesn't work....

Microsoft Windows XP
Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
In the navigation pane, locate and then click the following registry subkey:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlClass{4D36E965-E325-11CE-BFC1-08002BE10318}
In the right pane, click UpperFilters.

Note You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click UpperFilters only. If you do not see the UpperFilters registry entry, you still might have to remove the LowerFilters registry entry. To do this, see 'Note'.
On the Edit menu, click Delete.
When you are prompted to confirm the deletion, click Yes.
In the right pane, click LowerFilters.

'Note' If you do not see the LowerFilters registry entry, unfortunately this can't help you any further.
On the Edit menu, click Delete.
When you are prompted to confirm the deletion, click Yes.
Exit Registry Editor.
Restart the computer.
